28) Mark Britnell

Director general of commissions & system management, Department of Health

The NHS’s leading reformer for two decades despite his youth, Mr Britnell is tipped to be the next head of the £110 billion service – his recent shock announcement that he will be heading up KPMG’s European healthcare practice doesn’t change that. As chief executive of University Hospital Birmingham trust, he was involved in one of the first Foundation Trusts and signed one of the NHS’s largest PFI schemes – creating Birmingham’s first teaching hospital in a century.
