Charter mix-up

It is extremely disappointing that your article ‘Highways backs fair payments’ (News, 13 December) confuses which charter the Highways Agency plans to adopt for its contracts.

Rather than the NSCC’s charter, as you claim, it is the Office of Government Commerce’s fair payment charter which will form the model for the HA. The OGC’s charter has support from all the leading industry bodies, including the Construction Confederation.

The OGC’s Guide and Charter is the product of broad industry consensus and provides a flexible and pragmatic approach to "fair payment", which is not only welcome, but also sits well with the various suppliers' charters currently being produced by key clients.

It would be a shame if the impact of the OGC’s pan-industry agreement on the principles of fair payment practice was diluted by confusion of this kind.
