Traffic Minister Gillian Merron said:''This consultation is about how we will work with local authorities to manage their roads. We are consulting to ensure that the steps we will take if things go wrong are fair and clearly understood. We hope we will not need to intervene. But where it is necessary it is important that everyone understands that we are serious when we say local authorities must do all they can to manage their roads for the benefit of all road users'.
Under the TMA local authorities are duty-bound to aim to have free flowing traffic on their road network, and to facilitate the same on neighbouring networks.
