02Aug91 UK: HOUSE OF LORDS COMMITTEE CALLS FOR £45,000M TO BE SPENT ON ENERGY EFFICIENCY FOR BUILDINGS.

A House of Lords committee has called for £45,000 million to be spent on making buildings energy efficient. It says this would pay for itself over 10 years.
