Funding problems are delaying the construction of a £170 million electricity interconnector between Northern Ireland and Scotland.The European Commission has still not decided whether it can stump up the £60 million-£70 million the Government has called for to help fund the construction work.The project involves a 60 km subsea cable from the Antrim coast around Portballintrae to the Scottish coast and has a 1996 completion deadline.
