Raids by 3,000 German police and customs officers in April found almost a quarter of German building contractors are illegally underpaying foreign workers and evading taxes - offences which carry fines of up to £40,000.The raids followed complaints by employer organisations and trade unions of illegal employment of low-paid foreign workers.The Building Employers Confederation estimates that up to a quarter of the 40,000 British construction workers who go to Germany every year looking for work are outside the German labour laws and vulnerable to swindling agents.
