The HSE was expected to recommend the removal of the '2 m rule' from the forthcoming work at height regulations, in favour of risk assessments at all heights, as Construction News went to press.The Construction Confederation lobbied for retaining special measures for the construction industry when working at heights above 2 m, but access specialists argued that the risk of falls also needed addressing at lower heights.
