The expertise of the Construction Industry Training Board is under threat from Training and Enterprise Councils, a Commons inquiry has warned.Watchdog MPs called for TECs - the employer-led organisations which have taken over many training programmes - to be encouraged to draw on the skills and experience of industry training organisations.The cross-party Employment Committee said:'There is a danger that the expertise that has been built up over many years by the industry training organisations
