The Construction Plant-hire Association (CPA) has launched a savage attack on claims of recovery in construction.In its annual report, CPA president Ivor Kiddle describes industry pundits that have raved about green shoots of growth as a 'bunch of barmy boneheads'.Turnover decreased by 5 per cent for both 1991 and 1992 but the report says that the volume of plant hire output during 1993 is likely to show a slight improvement.
