CIS victory is first step to fair system

Sir, Well done to Construction News and its campaigning readers for getting HM Customs and Revenue to delay the introduction of the new Construction Industry Scheme.

But this delay is only to prepare computers and software.

The industry needs to continue to get the details of the scheme altered, and we now have a year to do this.

If the identity card must go, the point of reference can be the National Insurance number. The current system of vouchers must be retained so that there is a proper paper trail.

We do not have month ly returns for PAYE, so why are they needed for tax collected from subcontractors?

Amounts collected under PAYE are more substantial.

The monthly returns must go.

Most importantly we need to sort out the employment status that the Revenue seems so dogmatic about.

Finally, we probably need two new teams to make it work. One from the Revenue with members not wearing blinkers and ear plugs, and one from the construction industry, which will be less condescending.
