COUNCIL HOUSE: Greenwich Borough Council in south-east London will receive bids in December for a £45 m illion civic off ice building it is planning to build as part of a £120 million mixed-use development in Woolwich. Carillion is among the firms that is pricing the project, which will eventually boast 1,000 homes, a library, shops and a Tesco supermarket.
