Frameworks up in the air


NEWS that BAA is changing its approach to procurement will set alarm bells ringing.

The airport giant has long been held up as a best practice client. But contractors knew it was only a matter of time before new owner Ferrovial changed the way the company operates.

BAA is adamant that more competitive tendering will only apply to smaller jobs, while major schemes will be let on a best value basis.

It promises to be a testing time for framework contractors, who may come to view this week as a turning point in relationships with the client.
