MERSEY PARADISE: English Partnerships and Liverpool developer Iliad have submitted a planning application to the city council to build a 28-storey building as part of the Liverpool Lime Street Gateway scheme.The job will involve demolishing the existing Concourse Tower. Iliad, which is preferred developer, wants work to start early next year and to finish in 2007.
