Britain's planning system is showing some early signs of improvement, but still needs more resources and urgent reform, according to David Pretty, the outgoing chief executive of Barratt. He urged the Government to implement key measures to make urgently needed housing schemes quicker and easier to develop. Mr Pretty said: 'The priority now is to streamline and properly resource the system.'
