Poland is block ing at tempts to thrash out a new European deal on lower VAT rates on repair, maintenance and improvement works until 2010. Polish politicians wanted more time to decide on the issue following this week's building collapse in Katowice, in which 62 people were killed. Other European Union states fear heavy job losses if they are forced to retu rn to higher VAT levels.
