Quality delay

Plans for a launch of the Government's anti-cowboy builder Quality Scheme have been put on hold by Prime Minister Tony Blair's decision to call an election on Tuesday.The move means that no further policy announcements can be made as the civil service enters purdah until after the May 5 polling date.The revamped scheme was originally due to be announced in March.
