Utility Scottish Water has appointed Ronnie Mercer as interim chairman following the resignation of Alan Alexander after a row over spending cuts last month.

Mr Mercer will oversee the beginning of a £2.1 billion five-year spending programme in Scotland after the utility's original bid for £3.4 billion was rejected by regulators.
