Sir, Imagine the scene.The Titanic is about to sail when an old soothsayer says that he has proof that the ship will hit an iceberg mid-Atlantic and sink. There are not enough lifeboats to go round.

The captain thinks about this and says: 'We'll sort it out when we get to New York.'

When you read this letter, July 16 (complete with Hazardous Waste Regulations implementation) will have passed and the construction industry will be collectively in the water.What happened to the lifeboats?

Yet again the industry has failed to plan for the future.What now?
