HS2 appoints new commercial director

Construction News has learned that Beth West, formerly of Transport for London, Tube Lines and Thames Tunnel, has been appointed as the new commercial director for HS2.

HS2 confirmed the news when contacted by CN today, a move which was described as an “excellent choice” within the industry.

One source said: “It’s an influential role but it is still a long time before they procure any major work packages. It’s good to see they are getting a team together so they are more confident of the project going ahead.”

Ms West will develop the commercial capability of the project to lead on key areas: Land and Property, Strategy and Analysis, Contracts and Procurement and Cost and Investment Planning.

She will lead on procurement strategies and delivering the project on time and to budget and will oversee top level deals.

Her job brief includes managing 45 staff initially, a number that will grow as the scheme progresses to construction.

HS2 Commercial Director brief:

Direct HS2 Ltd’s work on land and property issues. and implement an overall property strategy and policy approach for HS2.

Responsible for the integrity of HS2 Ltd’s procurements, the contract with HS2 Ltd’s Development Partner, partners and stakeholders. To provide consistency across growing and integrated teams.

To direct HS2’s interest in High Speed Rail strategy, regulatory policy and for the development and implementation of modelling and analysis to support the development of HS2.

To develop and maintain a project investment model to profile and risk and for coordinating HS2 Ltd’s contribution to the Hybrid Bill.

To provide relevant commercial information to the technical the completion of the environmental assessment and design by the end of 2012 and the Hybrid Bill by October 2013.

To be the lead commercial spokesperson for consistent external messages for community consultation and provide analysis for commercial development opportunities.
