Is education more important than legislation?

I fully endorse what Barney Green is saying in ‘Fatal flaw in accident stats’ (Doing The Job, 17 January), but would go much further.
For many decades, air forces throughout the world have enhanced safety by a system of incident reporting, whereby incidents are recorded for others to learn from what might have been calamities.

Civil users then adopted similar systems, as latterly did the railways.

In the matter of safety, education is far more important than legislation.
