Winners revealed for £1.3bn nuclear submarine base

Kier Graham Defence, Morgan Sindall and VolkerStevin have won places on the Ministry of Defence’s £1.3bn 10-year Clyde Commercial Framework.

The three firms will provide advice along with construction and infrastructure services for the Royal Navy’s nuclear base at Clyde in Scotland.

The MoD plans to have all 11 of its nuclear submarines based at the facility by 2020.

Known as HMNB Clyde, the site also serves as the Royal Navy’s single integrated operating base.

The framework was procured through the Defence Infrastructure Organisation with support from consultant firms including Jacobs and Mott MacDonald.

The DIO said selection had been based primarily on the company’s relationship with the Clyde team as well as its ability to work collaboratively.

Different methods of procurement had previously been employed to “varying degrees of success”, the client said, adding that on this occasion it wanted an approach that delivered “not only a good construction company but a good partner”.

DIO assistant head of commercial services Ian Arbuckle said: “We have successfully selected three reputable industry partners who have demonstrated a commitment to delivering better value for defence.

“[The new procurement process] felt a refreshing way to do business, a huge leap forward from a procurement perspective, and an enjoyable experience from which they will learn a lot.”

In June last year DIO chief executive Graham Dalton told Construction News he wanted the organisation to be “much smarter” in its relationships with industry firms.

He promised to shake up the way his organisation worked with its contractors, as well as broadening its supply chain.
